Tripoli - Libya's new rulers are headed towards a political battle with unclear rules, the National Transitional Council's deputy head warned on Wednesday amid fears of a power struggle.

“We are heading towards a political battle but the rules of the game are not clearly defined,” Mahmud Jibril told a meeting of former rebel forces to discuss the establishment of a new state based on the rule of law.

“We went from a national battle to a political battle, and this should not have happened before the creation of a state,” said Jibril.

He warned against what he called “the frightening scenario of... (plunging into) chaos.”

The meeting comes amid growing fears that the ouster of Colonel Muammar Gaddafi who ruled over Libya for 42 years could spark a power struggle between Libya's numerous tribes, Islamists and liberal figures.

Organisers said the meeting was attended by a coalition of revolutionary forces from across the vast North African country.

Jibril, the NTC's number two and considered Libya's interim prime minister, said at the end of September he would not form part of a new government.

On Wednesday, he reiterated that he wants to quit his post in order to help “develop civil society in Libya on solid foundations.”

“The political battle needs money, power, organisation and weapons and I have nothing of the above,” he said. “I have nothing left to offer to the Libyan people.”

Time magazine on Wednesday reported that his resignation could be imminent.

In an interview with the magazine, Jibril “hinted that it could be as soon as Thursday, when a televised meeting of his group would detail what it had accomplished since Gaddafi's ouster.”

Safa have apologised to the nation for the Bafana-Afcon debacle.

The South African Football Association (Safa) on Wednesday apologised to the nation for Bafana Bafana failing to qualify for the 2012 Africa Cup of Nations.

The association said it also withdrew their appeal to continental body, the Confederation of African Football (Caf) after Safa initially disputed article 14 of the competition rules. – Sapa

Amnesty slams CAR over human rights

Amnesty International says the Central African Republic is a “black hole” when it comes to human rights.

Libreville - The Central African Republic is a human rights “black hole”, Amnesty International said on Thursday, accusing the government there of failing to end decades of violence and protect civilians.

“The CAR covers an enormous territory and most of it is a black hole in terms of human rights,” the London-based rights group's Central Africa researcher Godfrey Byaruhanga said in a statement.

“At least 14 armed groups are currently operating in the country yet the government has consistently shown itself to be incapable or unwilling to take action to protect its citizens,” he said.

Amnesty said frequent amnesties included in ceasefire or peace deals with the various rebel groups, as well as a failure to prosecute any government security officials over suspected war crimes encourages all sides to continue.

“Grave human rights violations, including possible war crimes and crimes against humanity, are committed with appalling frequency but the justice vacuum that exists in CAR means there's no end in sight,” Byaruhanga said.

Earlier this month, Washington announced it was sending 100 troops to root out the remnants of the Lord's Resistance Army, originally a Ugandan rebel group which is now sowing terror across the region, including in the CAR.

France has also offered Bangui military assistance.

Amnesty argued it was time for more international coordination in bringing about a credible justice system in the conflict-wracked country.

“The country's international partners must now commit themselves to the implementation of new, viable measures to address this diabolical situation,” the group said. - Sapa-AFP

Zola Majavu parted ways with the PSL because of a difference of opinion.

Yet more confusion over the rules has enveloped South African football, with the Premier Soccer League confirming on Tuesday that it had parted ways with CEO Zola Majavu.

PSL Chairman Irvin Khoza called an emergency press conference on Tuesday, where he explained that Majavu had left the position to which he was appointed only at the end of June, because of a difference of opinion over the powers of the CEO.

“He (Majavu) thought he had the right to appoint the COO (Chiefs Operations Officer), the CFO (Chief Financial Officer) and the Head of Legal, but in terms of our policies, that power resides with the executive committee of the PSL,” said Khoza. “He felt he could not accept this, that he should be appointing these people.

“I must indicate it was an amicable parting, although we regret to have lost a person of his magnitude. We will continue to use his services as a lawyer.”

As a lawyer, and an experienced PSL prosecutor, it is inconceivable that Majavu was not aware of these rules when he took up the position of CEO, making his departure decidedly bizarre.

The man himself was not at the press conference on Tuesday, as he made his way to Ventersdop, where he is a defence lawyer in the Eugene Terre’Blanche murder case.

“It’s public knowledge that the league and I have parted ways,” Majavu said. “I don’t want to talk about it. I prefer to focus on the trial I am currently busy with and also to mourn the loss of my old lady, who I buried two days ago.

“For me, that should be what occupies the centre of my attention. My reasons have been communicated to the league and for that reason I am not going to talk about it publicly.

“I have no doubt in my mind that whatever those reasons are, I was correct in my belief… I’m not suggesting the league was incorrect… and you know it was on that basis we thought we should part ways.”

Dr Leepile Taunyane has been appointed acting CEO, Khoza revealed, with the PSL executive committee to decide the way forward at a meeting on Thursday. Other issues for the executive committee to discuss include the 2012 African Nations Cup, and the release of players for the 2012 Olympic qualifying tournament in Morocco at the end of November.

With Bafana not qualifying for the 2012 Nations Cup, it could be argued that a recess is a little pointless, but Khoza said: “The decision is not about Bafana, it is about the Afcon. Whether the executive will review that depends on our discussions on Thursday… it’s difficult, there are sponsors and broadcasters involved so it’s a bit of a challenge. (Also) with clubs, there are foreigners playing, we have Zambian players here, Angolan players, Botswana players. And already people will have made arrangements (for the break).

“With the under-23s it is a very important qualifier, but it is not in a Fifa week. For the good of the country I hope the executive committee apply their minds. Qualifying for the Olympics is very important.” - The Star
